Definition of Plan

  • Seoul Metropolitan Government Mid to Long-term Comprehensive Plan for Disaster and Safety Management

    Article 48 (Master Plan for Safety of Seoul Metropolitan City), Seoul Metropolitan Government Framework Ordinance on the Disaster and Safety Management

    1. A master plan for the safety of the city shall be established every five years to ensure comprehensive and systematic promotion of the city’s disaster and safety management projects by the mayor.
    2. When establishing the master plan by area according to paragraph (1), the matters relating to disaster and safety management shall be reflected.
  • The "Safe City Seoul Plan" is another name of Seoul Metropolitan Government's master plan for safety of the city that more actively reflects the citizens' voices and the recently changed policy environments.
  • It supplements and substitutes the Safety Management Master Plan: Comprehensive Measures for Disasters and Accidents established in 2014.

Scope of Plan

  • Period of Application
    • Year (basis): 2016, identified the status of Seoul Metropolitan Government’s safety-related areas.
    • Until 2030 (short-term: 2020, mid-term: 2025, long-term: 2030) Heat Wave Alert: When daily maximum temperature of 35℃ or more is expected to continue for at least two days

Status and Roles of Plan

  • Seoul Metropolitan Government’s top-level guide-type comprehensive plan for disaster and safety management
  • A mid to long-term plan to propose the directions for policies concerning the safety of the city and key measures in 5-20 years’ time
  • A strategic plan to emphasize efficiency of resource distribution by prioritizing the measures
  • For the projects proposed through this plan, each of the related divisions of Seoul Metropolitan Government establishes and promotes detailed implementation plans

    • Disaster Site Environmental Restoration Team: Collects and treats various pollutants generated by disaster
    • Communication Support Team: Restores communication facilities in disaster area
    • Facility Restoration Team: Provides emergency restoration service for damaged and destroyed facilities
    • Energy Recovery Team: Restores damaged facilities, such as for gas, electricity and fuel supply
    • Resource Support Team: Mobilizes and manages human and physical resources
    • Traffic Response Team: Establishes traffic response plans, such as to prepare emergency transport vehicles
    • Medical Service and Disease Control Team: Provides emergency medical service and epidemic control service in disaster area
    • Rescue and Relief Team: Performs search, rescue and relief operations
    • Disaster Information Team: Responds to the press and provides various information, such as of disaster handling
    • Public Order and Cooperation Team: Maintains order in disaster area and promotes international cooperation
    • Administrative Support and Volunteer Service Team: Supervises administrative support, volunteer service and personnel support from private/public/military sectors
